Pesticides sold or distributed within New Hampshire are registered with the Division of Pesticide Control. This process relies upon federal United States Environmental Protection Agency (EPA) regulations for pesticide labeling which include registration numbers, active ingredient description, signal word requirements, personal protection statements, environmental concerns, first aid statements and disposal statements. It is important to note that, although some products might be covered under a Federal Insecticide, Fungicide, and Rodenticide Act Section 25(b) exemption through EPA, these products must still be registered in New Hampshire. The state registration process requires that each pesticide product be categorized as restricted, general, or specialty/household use.

Agr 2300 Pesticide Product Registration Fees
This rule identifies the procedure to register a pesticide product with the state of New Hampshire. The amendment proposes to add credit card as one form of payment, revise a mailing address, and amend initial and annual fees paid by registrants that are required to register pesticides for sale and distribution in New Hampshire. This proposal is to increase the registration fee from $160 to $220.
Fee Justification: The registration fee was last increased in 2015. The fee is deposited, partly into the state's general fund and partly into a special fund. In 2021 the statute was amended to allow the special fund to support the Division of Pesticide Control, in addition to supporting the Integrated Pest Management Program, a grant-based program. The fee now supports Division salaries and benefits. Considering inflation over a ten-year period, 2015 to 2025, and the average registration fees of New England states, an increase of fees from $160 to $220 is proposed. Currently New England state fees range from $160 to $300, with New Hampshire currently being the lowest.
