The Division of Weights & Measures oversees the licensing, operation and inspection of all weighing and measuring devices used in the marketplace including scales and fuel pumps.
Senate Bill157 (2011), relative to the division of weights and measures and fees for licensing weighing devices and the definition of service technician, passed and became effective July 1, 2011. This law amends RSA 438 and will allow a registered service technician to affix a certification seal to a device after determining it is in compliance. The division has adopted interim administrative rules to implement these changes to RSA 438. These rules are now operative, and are posted here for your convenience. Interim rules are temporary, and must be followed promptly by the regular rule-making process.
Division of Weights & Measures Interim Rules
A Service Technician is a person who holds a valid certificate of registration (also known as a service technician license) who installs, repairs, adjusts, rebuilds, calibrates, places into service, and/or certifies commercial weighing and measuring devices that are used commercially; such as scales, analytical balances, retail motor fuel meters, vehicle tank meters, taxi meters, farm bulk milk tanks, bulk storage meters, etc.
A Weighmaster is any person who, for hire or otherwise, uses a vehicle scale to weigh or measure any commodity or thing, or issues a statement or memorandum of weight or measure based on results obtained by using a vehicle scale.
Weights and Measures Order Form
Service Technicians are required to complete and submit appropriate work forms to the division. They are required to use a “Placed in Service/Inspection Report Form” whenever they install, adjust, rebuild, service, recondition, test, calibrate or certify a weighing, measuring, or counting device in commercial use. These forms can be ordered from the division using the above order form.
